ingest now operates in two modes.
If download_geojson is selected, then a fresh geojson is downloaded from opendata.vancouver.ca. Otherwise, the geojson is downloaded from the previous ingest of the dataset (this is done using tags).
Thegeojson on opendata.vancouver.ca does not have an explicit list of cameras. This list is generated during ingest and is added to the geojson.
